Solution

Planning With Purpose

Solimar leads tourism planning processes designed around the outcomes you need. The result is a practical, actionable strategy—supported by the alignment, momentum, and shared ownership required to bring it to life.

The Challenge

Many tourism plans stall because the process targets the wrong outcome. The plan becomes a document—not a decision. Stakeholders feel consulted rather than aligned. Leaders struggle to defend tradeoffs in public. Implementation begins late, with no clear owners, no sequencing, and no early wins.

The result is predictable. A plan sits on a shelf while the original problem gets worse. You also miss a critical opportunity to use the planning process to build community support for tourism, advocate for sustained funding, and strengthen partnerships with the institutions you rely on to deliver results.

Our Solution

Defining Success

We clarify why you need the plan now and define success beyond the document—so the process delivers the outcomes you want.

Stakeholder Engagement

We map stakeholders, their interests, and their capacity—and tailor engagement so the right people participate in the right ways.

Planning Steering Committee

We form a committee of key institutions in the visitor economy to build shared ownership and strengthens implementation support.

Desk Review

We review existing plans, data, and online positioning to create a shared fact base and alignment with current priorities

Interviews for Depth

We conduct targeted interviews with priority stakeholders to surface real constraints and strengthen support for tourism.

Surveys for Broad Input

We use surveys to capture issues and aspirations at scale, giving more people a clear and accessible way to be heard.

Focus Groups Solutions

We convene topic-based groups like heritage, outdoor, or workforce to identify gaps and generate practical solutions.

Workshops to Align

We run workshops to make choices on priorities and tradeoffs while building buy-in for funding and implementation.

Shared Vision and Roadmap

We align partners around a shared vision and deliver a clear roadmap with initiatives, owners, timelines, and governance.

Success Story:
Colorado Destination Stewardship Strategic Plan

After COVID, Colorado experienced a surge in visitation as remote work gave people more freedom to live, work, and travel without traditional constraints. Many were drawn to the state’s wide-open spaces, while others treated mountain towns as convenient extensions of the Denver metro area. The impacts were immediate. Residents raised concerns, ballot measures began redirecting tourism tax revenues toward other community priorities, and conservation groups and land managers questioned whether the tourism industry was focused on anything beyond revenue growth.

In response, Solimar led the Colorado Destination Stewardship Strategic Plan with a purpose that went far beyond producing a report. The planning process engaged more than 1,000 people statewide, surfacing shared values and building meaningful consensus around protecting Colorado’s natural and cultural assets. Following the plan’s launch, the tourism sector strengthened its collaboration with the organizations responsible for stewarding the very places and experiences that sustain the visitor economy.
